This article presents the process of developing and validating socio-environmental indicators through a participatory approach, aimed at conducting a territorial assessment to identify eight municipalities in the state of Sergipe where Centres for Socio-Environmental Education and Cooperation (CECSs) are to be established. The research, which adopted a mixed-methods approach and was applied in nature, sought to develop assessment tools that capture the complexity of the educational, socio-environmental, economic, political and community dimensions of these centres. The study involved stages of literature review, preliminary development of indicators, validation with experts using the Delphi method, and the construction of the Socio-Environmental Indicators Matrix (MIS). The process revealed the importance of collective participation in ensuring the relevance, clarity and applicability of the proposed indicators, in order to effectively guide the implementation of the centres, as well as contributing to the improvement of educational and socio-environmental management practices within the CECSs. Beyond a technical exercise, the MIS proves to be a political-pedagogical act.
