Abstract

The shift in the Nagorno-Karabakh conflict between Armenia and Azerbaijan in September 2023 has exposed the convergence of diverse strategic interests of both regional and extra must be understood within the context of a broader and more complex structure of alliances, involving great powers, such as the United States (U.S), Russia, Israel and the European Union (EU), as well as regional actors, including Türkiye and Iran. This article aims to shed light on the geopolitical shifts that led to Azerbaijan’s victory in September 2023. Throughout the article, it is demonstrated that the reversal compared to 1994 can be attributed to shifts in the external support for both sides. On one hand, Armenia lost its main security guarantor, namely Russia, prompting it to seek alternative support from the West and Iran. On the other, Azerbaijan consolidated essential backing from its key allies, Türkiye and Israel.

Professora Auxiliar com Agregação no Departamento de Ciência Política da Universidade do Minho (Portugal) e investigadora integrada no Centro de Investigação em Ciência Política (CICP). Doutorada pela Sciences Po, Paris em Ciência Política, com especialização em Relações Internacionais. O seu currículo académico inclui a ação externa da União Europeia e as suas relações com a Rússia, o espaço pós-soviético, o multilateralismo, análise de política externa e segurança internacional. Publicou livros, capítulos de livros e artigos, incluindo: Institutional Inertia and Change: Explaining the Czech and Portuguese Engagement in European Defence Market Integration. Journal of Common Market Studies (2023) (com T. Weiss e M. Pisklová).

Embaixador reformado do quadro do Ministério dos Negócios Estrangeiros (Portugal). Licenciado em Economia pelo ISEG, U. Lisboa em 1974. Ingressa na Carreira Diplomática em 1976 tendo exercido funções em diversas Missões Diplomáticas de Portugal. De 2004 a 2017 foi sucessivamente Embaixador de Portugal em Havana, Maputo e Moscovo. DE 2017 a 2020 preside à Comissão Internacional de Limites e Bacias Hidrográficas Luso-Espanholas. Assistente Convidado de “ História Económica e Social” no ISEG durante cinco anos lectivos. Professor Auxiliar Convidado de “Prática Diplomática” na Faculdade de Ciências Sociais e Humanas da U. Nova. Colaborou com o Instituto Universitário Militar (IUM) num programa de pós-graduação conjunto IUM-UNova em 2019 e 2020. Investigador OBSERVARE em 2021.
